Peter Luchetti, Managing Partner
Peter Luchetti serves as TRC’s Managing Partner, and was appointed by Governor Brown to Vice-Chair of the California Infrastructure Bank where he currently serves. Luchetti led Table Rock in structuring, financing, negotiating and closing the 30-year Rialto Water & Wastewater Concession, a breakthrough in California infrastructure delivery. Table Rock remains a joint owner of the Concessionaire, Rialto Water Services, together with the Union Labor Life Insurance Co’s (ULLICO) Infrastructure Fund. Prior to forming TRC, Luchetti was Managing Director and Global Head of Project & Structured Finance for Bank of America. In this role he was responsible for a 180-person team transacting in 32 countries on the origination and execution of project and structured finance advisory, and capital-raising activities. Luchetti’s experience includes transactions closed across the transportation, social infrastructure, water & waste, energy, and communications sectors. Luchetti also served in a pro bono capacity for three years assisting in the formation and launch financing of the Marin Energy Authority, California’s first independent green energy agency or CCA (Community Choice Aggregation). Prior to assuming leadership of the Project & Structured Finance Group, Luchetti started and ran Bank of America’s first distressed loan trading desk, and previous to Bank of America, Luchetti worked for 7 1/2 years at J. Aron Goldman Sachs.
Megan Matson, Partner
Megan Matson, Partner, Table Rock Capital
Table Rock Capital is a private equity firm specializing in public infrastructure, with a structuring and investment focus on water, wastewater, local roads and energy, and a commitment to continued public ownership and control of public assets. Megan was instrumental in raising the capital and implementing the first-of-its-kind $172 MM 30-year water-and-wastewater partnership in Rialto, California, working closely with the wholly-labor-owned Ullico Infrastructure Fund as majority equity. Megan is now working on various initiative around the country on Table Rock’s “100-City-Tour,” including the City of Wichita’s progressive P3 analysis of its estimated $1.4B in water and wastewater needs. Megan is on the Board of the Southwest Megaregion Alliance, is a Private Advisor to the launch of the Intermountain Infrastructure Exchange, a frequent speaker, and an active participant in the President’s Build America Investment Initiative, having previously served on the Boards of the Bolinas Community Land Trust for Affordable Housing, and Strategic Energy Innovations. Previous to Table Rock, Matson founded the MMOB (Mainstreet Moms Organize or Bust), a then 50,000 member 50-state political action committee that went on to lead the political organizing and public outreach behind California’s first community choice aggregation, Marin Clean Energy. She was Field Director for the win against Prop 16, PG&E’s $55MM anti-competitive statewide ballot initiative against CCAs. She then colaunched LEAN Energy, a national organization furthering the development of CCA nationally. Megan received her B.A. from Yale University and lives in Bolinas, CA with her family.
Jake Carney, Director
Jake Carney joined Table Rock in 2016 to lead renewable energy project development and financing efforts. Prior to joining Table Rock, Jake served as Director for Commercial and Industrial Project Finance at SunEdison where he and his team were responsible for originating, structuring, and closing tax equity and debt transactions, and facilitating drop downs to SunEdison’s Yield Co TerraForm Power. Jake led project financing efforts for the company’s U.S. commercial-scale solar PV portfolio, financing approximately 100 MW / $300mm of C&I projects per year, as well as structuring a $250mm residential solar tax equity fund. Prior to SunEdison, Jake worked for BrightSource Energy’s project finance group responsible for financing the company’s 2 GW U.S and International Concentrated Solar Power pipeline, as well as with U.S. solar PV developers Agile Energy (utility-scale) and Tioga Energy (commercial-scale). Prior to entering the solar industry, Jake was a consultant with Accenture’s Energy Practice from 2007-2009, working for electric utility and oil & gas clients. Jake received an MBA from the University of California, Berkeley and a BA from Middlebury College.
Will Hewes, Director
Will Hewes participates in all aspects of Table Rock Capital’s work including business development, due diligence, financial modeling, and community engagement. His main interest lies in creating new models for financing water infrastructure investment and developing innovative, adaptable approaches to water supply and quality challenges. Will has worked on water infrastructure and water management for the past decade. He spent five years in the non-profit sector working on U.S. water policy leading numerous legislative campaigns, consulting with state governments on water resources planning, and overseeing research projects. He worked extensively with federal agencies and Congress on a range of initiatives designed to finance critical infrastructure systems and develop innovative and adaptive water and wastewater systems. Will holds an MBA from the Haas School of Business at the University of California, Berkeley and a BA in International Relations from Brown University.
John W. Maher, CPA, CGMA
John Maher runs all of Table Rock’s financials including all asset management financials for the 30-year Rialto agreement. Before founding Maher Accountancy, John began his career in 1978 with Arthur Young & Company (now Ernst & Young) and worked in tax, management consulting and audit departments. John is the managing principal of Maher Accountancy, serves on the Board of Marin Economic Forum, is a member of the American Institute and California Society of CPAs and is qualified as an auditor under Government Auditing Standards issued by the Comptroller General of the United States.
John is committed to helping organizations and individuals accomplish their missions through accountability. This includes (a) designing and implementing processes to safeguard financial and other resources so they are most effectively used to accomplish the organizational objectives and (b) audit and other attestation services regarding financial reporting, grant and other compliance requirements.
Rolf Ohlemutz, Manager, Rialto
Rudolf Ohlemutz is managing Table Rock’s activities in Rialto, California. He has 40 years of experience in water, wastewater, water resources, and flood control engineering, having worked internationally and locally for government agencies and private consultants. For the last 20 years, he served in management positions at California water and wastewater utilities. As such, he is uniquely qualified to support Table Rock’s ventures into water related services. Rudolf holds Master of Science and a Doctor of Engineering degrees from the University of California, Berkeley.
